Lack of factual information creates a naive conception of the development process of technologies sanctioned as safe to use, clouding the public debate and undermining sufficient grounds for government decision making. Securing human rights and safety when testing and implementing safe-to-use technologies demands access to more specialized and accurate knowledge than today’s global political, military and industrial climate permits.

Rigorous monitoring by government ministries and committees, human rights organizations, and the public is an essential tool to secure against abuse and violation of human rights. Brain and body (non) invasive technologies represents new opportunities for manipulation and control and should be addressed in proper foras. Foras inside the military and industry have long since been established, but little has been done to bring an accurate and deeper description of relevance out to the public. The industry mainly address the public as consumers, which is rooted in the very nature and goal of military-industrial research and development, failing to emphasize security issues involving public health and environment.

Moving into the area of direct human brain – AI – interface systems, information available is at best sketchy. However, obscure signals within public research and development shows that a variety of sponsors are making development of such technologies not only feasible but operational without public knowledge and debate. The schedule for releasing [less] advanced human brain – AI – interface technologies meant for the public market may seem uncertain. Examples include the following: Diagnostics and treatment of psychiatric disorders and diseases rooted in the brain or physical or mental trauma; the learning process, behavior, education and communication; and, enhancement of brain functions, intelligence and capacity.

The details of today’s practical applications and the liability of the direct human brain – AI – interface system in use for intelligence needs remain non-disclosed. The road to a global, fully operational and economically viable DHB – AI – IS (Direct Human Brain – AI – Interface System) is likely to be a continuing challenge for many decades. The discovered potentials outweigh the time and resources used for research and development, making it a high priority. An intelligence acquisition and surveillance system based on a fully operational direct human brain – AI – interface technology will reshape military warfare, intelligence communication and operations.

The precautionary principle will never be sufficient to protect individuals or society from harm when the military industry pushes for further development of DHB – AI – IS. The only reliable way to develop safe-to-use technologies is, unfortunately, to run full scale tests on place and in realtime situations.

Inside the military industry, monitoring of professional and technical aspects during a development process is highly organized. In contrast, control and mapping of the effects on environment, society, health, and individuals during full scale implementation is too complicated, demanding vast resources, leaving an incomplete overview.

The public means to supervise and control how law and ethics is practiced inside classified research and development projects involving human experimentation is non-existent. A broader cooperation and a more open dialogue between representatives from military industries and intelligence, government, human rights organizations and the public needs to be established to protect the individual and society from harm in the process of development.

The potential negative effects of the DHB – AI – IS on humans and environment demands trained personnel to provide advice and information on several levels of society. To the victims, psychological and medical help, economical support and the provision of a lawyer, is decisive. This type of specializing in regards to DHB – AI – IS technologies is yet to be established inside the public domain.

The present situation leaves no hope of an immediate solution where law is able to protect humans or society against experiments conducted in classified research projects.

IRPT works for a broader understanding and openness regarding these issues to, at least, be able to help and support victims of research and development of DHB – AI – IS technologies. Acknowledgement from government resulting in new legislations and drastic actions to ensure the safety of humans and the environment is of vital importance.

En statsbesöksdag som denna är alltid en blandning av ceremoni och substans. Så också denna första dag i Rom.

Att ceremonielet är ståtligt är knappast ägnat att förvåna. Quirinal-palatsets korridorer och prakt torde imponera på vem som helst. Rom är och förblir barockpraktens okrönta huvudstad.

Men det har också varit samtal med substans och av betydelse.

Med president Napolitano, som bl a hade utrikesminister Frattini med sig, diskuterade vi olika aspekter på den europeiska utvecklingen och hur Italien och Sverige kunde arbeta tillsammans.

Den 83-årige presidenten var en påtagligt vital och välinformerad samtalspartner också när det gäller aktuella delar av utrikessamarbetet inom Europeiska Unionen. Vi var ense om betydelsen såväl av Lissabon-fördraget som av en fortsatt utvidgning av vår gemensamma fredsunion.

Med oss har vi ju också Lars Leijonborg i egenskap av forskningsminister, och det ledde bl a till samtal om förhandlingarna just nu om var den stora neutronforskningsanläggningen European Spallation Source skall lokaliseras.

Här handlar det om en anläggning i kostnadsklassen ca 15 miljarder kronor och med mycket stor framtida betydelse, och från bl a svensk sida har vi föreslagit att den skall kunna läggas i Lund.

Ett beslut borde kunna komma före sommaren, och för oss är detta självfallet en viktig fråga. Sveriges anseende som forskningsnation förefaller dock att vara gott här i Italien.

Och sedan har vi fortsatt i senaten och i deputerandekammaren med diskussioner som också berört olika aspekter av den inrikespolitiska utvecklingen i våra respektive länder.

Själv hann jag ockspå smita in i en bokhandel och inhandla ett exemplar av den förkortade pocketversionen av Edward Gibbons med all rätt klassiska The Decline and Fall of the Roman Empire - utgiven 1776 men fortfarande oöverträffad i sin klass och alltid i sina olika delar lika läsvärd.

I kväll väntar så president Napolitanos statsbankett för Kungen och Drottningen uppe i Quirinal-palatset.

Dock anser många av Sveriges medborgare att Sveriges regerings militanta forskningsprojekt är av värre dignitet än nazi-regimens. Många medborgare har också genom Sveriges regeringsmakts många olika så kallade forskningsprojekt (teknologisk krigsföring) bestulits på hälsa, arbete, ekonomi och livskvalite.

Vilken av alla lögner beskriver bäst “regeringens förklaring” till varför Sverige idag mest påminner om ett teknologiskt koncentrationsläger?

Now, the new soldier’s duty is to impose the will of the elite. The old guard must be weeded out and treated as enemies of the government they once served with loyalty and honor.

THE ‘INTELLECT’ …

… PRISON OF THE MIND

Hello all …

I spoke at Oxford University this week, or more accurately the Oxford Union, a debating society founded in 1823 and both the breeding ground and stage for many leading politicians of the last 185 years.

Five British Prime Ministers have been officers of the Union – Gladstone, Lord Salisbury, Herbert Asquith, Harold Macmillan and Edward Heath – and a long list of government ministers and other politicians, including Benazir Bhutto, the assassinated former Prime Minister of Pakistan, who was the Union President in 1977.

I can see why so many politicians emerge from its ranks. I remember the first time I debated there in 1989 as a national spokesman for the British Green Party and realised that the student members of the Union draw lots to see if they will speak for or against the motion in question.

It doesn’t matter if they believe in the stance they have been drawn to take. Their job is to passionately ’sell’ their often manufactured beliefs and I was amazed at how well they do it. So, of course, this creates a wonderful training programme for would-be politicians who then go off to Parliament to lie, mislead and speak in favour of things they don’t even support.

I would find it impossible to do that, which makes me a crap politician – thank goodness. The words would stick in my throat if I even attempted it. There is such a difference between seeing another’s point of view and robustly advocating what you don’t agree with, but some of these guys do it so convincingly.

The Union has attracted the leading British politicians of their day to speak in their debates, but also the high and mighty from overseas, including: US Presidents, Reagan, Nixon and Carter; former secretary of State and Illuminati front-man, Henry Kissinger; and Robert Kennedy, the assassinated brother of JFK. South Africa’s Archbishop Desmond Tutu, Mother Teresa, the Dalai Lama and even Kermit the Frog have also appeared and so has Michael Jackson.

I have debated there a few times and this week I was asked to present my information about how the few control the many with the goal of a global fascist dictatorship. There were some open people who turned up, but I found once again, as I have every other time at Oxford and Cambridge, that the intellect, left to itself, is a prison of the mind.

When I was thinking about how best to present the information at the world’s most prestigious university I found myself going through the apparently bizarre process of leaving out certain areas and concepts because I knew it would be too much for the intellect alone to take. Instead, I honed it down into sort of baby steps.

What? Baby steps at the home of the intellectual ‘elite’ when at events like the Brixton Academy I can just go with everything to an audience of the ‘general public’ of all ages, races and backgrounds, most of whom will never have seen the inside of a university, let alone Oxford??

How come? Intellect, that’s how come.

SECRET SUPPLEMENTARY PROTOCOL.

In signing the non-aggression pact between Germany and the Union of Soviet Socialist Republics, the undersigned plenipotentiaries of the two sides discussed in strict confidentiality the issue of delimiting the spheres of mutual interest in Eastern Europe. This discussion led to the following result:

1. In the event of territorial-political reorganization of the districts making up the Baltic states (Finland, Estonia, Latvia, Lithuania), the northern border of Lithuania is simultaneously the border of the spheres of interest of Germany and the USSR. The interests of Lithuania with respect to the Vilnius district are recognized by both sides.

2. In the event of territorial-political reorganization of the districts making up the Polish Republic, the border of the spheres of interest of Germany and the USSR will run approximately along the Pisa, Narew, Vistula, and San rivers.

The question of whether it is in the (signatories’) mutual interest to preserve the independent Polish State and what the borders of that state will be can be ascertained conclusively only in the course of future political development.

In any event, both governments will resolve this matter through friendly mutual agreement.

3. Concerning southeastern Europe, the Soviet side emphasizes the interest of the USSR in Bessarabia. The German side declares its complete political disinterest in these areas.

4. This protocol will be held in strict secrecy by both sides.

CLARIFICATION OF THE ”SECRET SUPPLEMENTARY

PROTOCOL” OF AUGUST 23. 1939.

In order to clarify the first paragraph of point 2 of the ”Secret Supplementary Protocol” of August 23, 1939, this is to explain that said paragraph is to be read in the following final version, namely:

”2. In the event of the territorial-political reorganization of the districts making up the Polish State, the border of the spheres of interest of Germany and the USSR will run approximately along the Pisa, Narew, Vistula, and San rivers.”

SECRET PROTOCOL

The Chairman of the Council of People’s Commissars of the USSR V. M. Molotov, with the authorization of the Government of the USSR on one side, and German Ambassador Count von der Schulenburg, with the authorization of the Government of Germany on the other side, have concurred on the following:

1. The government of Germany renounces its claims to the part of the territory of Lithuania indicated in the Secret Supplementary Protocol of September as, 1939, and shown on the map that is attached to this Protocol;

2. The Government of the USSR agrees to compensate the Government of Germany for the territory indicated in point 1 of the present Protocol with a payment to Germany in the amount of 7,500,000 gold dollars, the equivalent of 31,500,000 German marks.

Payment of the sum of 31.5 million German marks will be made as follows: one-eighth, i.e., 3,937,500 German marks, in deliveries of nonferrous metals over a three-month period beginning from the day of signing of the present Protocol, and the remaining seven-eighths, i.e., 27,562,500 German marks, in gold through deductions from German payments of gold that the German side has to make before February 1 l, 1941, based on an exchange of letters between the People’s Commissar of Foreign Trade of the USSR A. I. Mikoyan and the Chairman of the German Economic Delegation Mr. Schnurre that took place in conjunction with the signing of the ”Agreement of January l0, 1941, on Mutual Deliveries of Commodities for the Second Treaty Period according to the Economic Agreement of February 1l, 1940, between the USSR and Germany.”

3. The present Protocol has been prepared in two Russian and two German originals and comes into force immediately upon signing.

CONFIDENTIAL PROTOCOL.

The Government of the USSR will not impede German citizens or other persons of German ancestry residing within its spheres of interest should they desire to move to Germany or to German spheres of interest. It agrees that this resettlement will be conducted by persons authorized by the German Government in accordance with responsible local authorities and that in the process the property rights of the resettled persons will not be infringed.

The German Government assumes the same obligation with respect to persons of Ukrainian or Belorussian ancestry residing within its spheres of interest.

SECRET SUPPLEMENTARY PROTOCOL.

The undersigned plenipotentiaries state the concurrence of the German Government and the Government of the USSR in the following:

Point 1 of the secret supplementary protocol signed on August 23, 1939, is changed so that the territory of the Lithuanian state is included in the sphere of interest of the USSR because, on the other side, Lublin voivodeship and parts of Warsaw voivodeship are included in the sphere of interest of Germany (see map accompanying the Treaty on Friendship and the Border between the USSR and Germany, signed today). As soon as the Government of the USSR takes special measures on Lithuanian territory to protect its interests, the present German-Lithuanian border, with the objective of making it a natural and simple border, will be adjusted so that the Lithuanian territory that lies southwest of the line shown on the map goes to Germany.

It is further stated that economic agreements between Germany and Lithuania now in force must not be broken by the aforementioned measures by the Soviet Union.

SECRET SUPPLEMENTARY PROTOCOL

The undersigned plenipotentiaries, in concluding the Soviet-German treaty on the border and friendship, have stated their concurrence in the following:

Neither side will permit on their territories any sort of Polish agitation affecting the territory of the other country. They (will) abort such agitation on their own territories and will inform each other as to effective measures to accomplish this.
