To preserve the cooperative, peaceful uses of space for the benefit of all humankind by prohibiting the basing of weapons in space and the use of weapons to destroy or damage objects in space that are in orbit, and for other purposes.

IN THE HOUSE OF REPRESENTATIVES

December 8, 2003

Mr. KUCINICH (for himself, Mr. HOEFFEL, Mr. CONYERS, and Mr. HINCHEY) introduced the following bill; which was referred to the Committee on Science, and in addition to the Committees on Armed Services and International Relations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

Article II

Definition of Terms in this Treaty

For purposes of this Treaty:

a) The terms ”space” and ”outer space” mean all space extending upward from an altitude greater that 100 kilometers above Earth’s sea level;

b) The term “outer space object” or “space-based object” means any device, designed for functioning in outer space, being launched into an orbit around any celestial body, or being in the orbit around any celestial body, or on any celestial body, or leaving the orbit around any celestial body towards this celestial body, or moving from any celestial body towards another celestial body, traveling or placed in outer space by any other means;

c) The “use of force” or “threat of force” means any hostile actions against

outer space objects or beings in outer space including, inter alia, those aimed at their destruction, damage, temporarily or permanently injuring, normal functioning, deliberate alteration of the parameters of their orbit, or the threat of these actions.

d) The term “space-base weapon” means and includes, without limitation:

(i) any device placed in outer space, based on any physical principle, specially produced or converted to eliminate, damage or disrupt normal function of objects in outer space, on the Earth or in its air, as well as to eliminate population, components of biosphere critical to human existence or any form of life or beings, or to inflict damage on them. A weapon will be considered as “placed” in outer space if it orbits the Earth at least once, or follows a section of such an orbit before leaving this orbit, or is stationed on a permanent basis somewhere in outer space.

(ii) any device in space that is capable of any of the following:

(1) damaging or destroying an object (whether in outer space, in the atmosphere, or on Earth) by–

(A) firing one or more projectiles to collide with that object;

(B) detonating one or more explosive devices in close proximity to that object;

(C) directing a source of energy against that object, including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, directed energy, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation or some other source;

(D) employing magnetic energy in any way, including to propel projectiles; or

(E) employing any other unacknowledged or as yet undeveloped means of damaging or destroying.

(iii) any device placed in space capable of, or intended for, inflicting death or injury on, or damaging or destroying, a being or a population, or the biological life, bodily health, mental health, or physical and economic well-being of a being or a population,

(1) through the use of space-based weapons systems using radiation, electromagnetic, sonic, laser, directed energy or other energies directed at individual beings or targeted populations for the purpose of electronic harassment, mood management, or mind control of beings or populations;

(2) by expelling chemical or biological agents in the vicinity of a person or being in space;

(3) through the use of any of the means described elsewhere in this Article I(d).

(iv) any device placed in space and intended or mandated as a weapon, including but not limited to the following:

(1) electronic, magnetic, electromagnetic, or information weapons;

(2) high altitude ultra low frequency weapons systems;

(3) plasma, electromagnetic, magnetic, sonic, or ultrasonic weapons;

(4) laser and directed energy weapons systems;

(5) strategic, theater, or tactical weapons or weapons;

(6) chemical, biological, environmental, climate, or tectonic weapons; and

(7) weapons originating from Off-planet cultures.

(e) Space-based environmental weapons – The term “space-based weapon” shall also include, and not be limited to:

(i) any weapons system which weaponizes a natural ecosystem in space;

(ii) any weapons system one of whose components is placed in space and one of whose components weaponizes a natural ecosystem such as the ionosphere, upper atmosphere, climate, weather or tectonic systems.

(iii) any weapons systems using ”scalar wave interferometry,” a technology where two or more longitudinal, ultra-low frequency waves are “aimed” at an intersecting point, at which time they interact in a unique way, using this scalar energy to weaponize the Ionosphere (60 – 800 km in altitude), which is in space. Such space-based ”scalar wave interferometry” weapons system weaponizes the Ionosphere in order to carry out the following types of space-based weapons attacks:

(1) SDI (Strategic Defense Initiative) space-based radiofrequency weapon;

(2) Space-based environmental weapon – Weather, climate & earthquake (tectonic) warfare;

(3) Space warfare weapons system;

(4) Space-based Missile defense system;

(5) Space-based scalar energy warfare against land and population targets, including cities, industrial sites, buildings, populations and beings;

(6) Space-based extremely low frequency (ELF) weapon for electromagnetic harassment and mood manipulation of target populations and beings;

(7) Space-based biological and binary weapons system against populations and beings;

(8) Damage or destruction upon a space object, a target population, being, municipality or region on land, air or in space.

(f) The term “being” shall include and not be limited to any human being, animal, and any living being on Earth or in Space.

Democide (demos, grekiska – folk, cide – dödande) är ett begrepp introducerat av den amerikanske forskaren R.J. Rummel som bygger på följande definitioner, citat från ^[1]:

• ”Genocide: among other things, the killing of people by a government because of their indelible group membership (race, ethnicity, religion, language).”
• ”Politicide: the murder of any person or people by a government because of their politics or for political purposes.”
• ”Mass Murder: the indiscriminate killing of any person or people by a government.”
• ”Democide: The murder of any person or people by a government, including genocide, politicide, and mass murder.”

Översättning:

• Genocide (folkmord): bland flera saker, dödande av människor av en regering på grund av deras grupptillhörighet (ras, etnicitet, religion, språk)
• Politicide: mord på någon person eller folk av en regering på grund av deras politik eller av politiska anledningar
• Massmord: obegränsat dödande av någon person eller folk av en regering.
• Democide: Mord av någon person eller folk av en regering inkluderande genocide, politicide och massmord.

Democide är ett vidare begrepp än folkmord enligt Folkmordskonventionen antagen av FN. Anledningen till att Rummel föreslagit detta begrepp är att genocid/folkmord har begränsad tillämpbarhet och flera grova fall av massdödande utförda av myndigheter klarar sig undan folkmord etiketten, vilket kan strida mot rättsmedvetandet hos allmänheten. Democide omfattar inte döda i bataljer mellan militärer och inte heller dömda till döden på legala grunder. ”Government”, som på engelska som har något vidare begrepp, avser i Rummels definition flera grupper som utövar makt, till exempel regering, administration, säkerhetspolis, militärer, gäng och krigsherrar som agerar med administrationens godkännande

My wife came home from work today and mentioned that her Supervisor had told her that there were an unusually large number of company employees off work `sick` with throat and chest complaints. This didn’t surprise me in the least. This past week, and throughout the Summer Months, we who live in Southern Jutland have been subjected to a sustained and relentless attack on our health and well being in the form of `Chemtrails` delivered in what can only be termed wilful acts of aggression by the Nato Military Industrial Complex against the people of this region.

What is simply astounding about this phenomena is the complete apathy, disbelief and disinterest one encounters from others, including neighbours, friends and family when attempting to point out the myriad of white cloud like lines `criss crossing` the skies over our small village. The usual reaction is, “Oh! I never noticed”, or, “They’re just the steam from the jet engines”. When asked to explain why Passenger Airliners would fly in such a bewildering array of patterns, most just shrug their shoulders, make their excuses and leave what they consider to be an uncomfortable situation as quickly as possible.

So, what are Chemtrails? We are dealing with `Star Wars` here. It involves the combination of Chemtrails for creating an atmosphere that will support electromagnetic waves, ground-based, electromagnetic field oscillators called Gyrotrons, and ionospheric heaters. Particulates make directed energy weapons work better. It is about ”steady state” and particle density for plasma beam propagation. They spray barium powders and allow it to photo-ionize from the ultraviolet light of the sun. Then, they create an Aluminum-Plasma generated by ”zapping” the metal cations that are in the spray with either Electromagnetics from HAARP, the Gyrotron system on the ground (Ground Wave Emergency Network), or space-based lasers. The barium causes the Aluminum-Plasma to become more particulate dense. This means they can create a denser Plasma than they normally could from simply ionizing the atmosphere. The greater density (more particles) means that these particles which are colliding into each other will become more charged due to the fact that there are more of them present to collide. What they are ultimately trying to do up there is create Charged-Particle Plasma Beam Weapons. Chemtrails are the medium – GWEN Pulse Radars, the various HAARPs, and Space-Based Lasers are the method, or put more simply, Chemtrails are the medium and directed energy is the method.

We are the Lab Rats for this technology and something has gone very wrong in the Industrial/Military/Intelligence complex somewhere along the line. Because developmental projects in government and military are often so compartmentalized, it is possible that someone could be using and developing this technology secretly and without authorization. Then again, behavioural and mind control programs were an authorized policy under MKULTRA. The forces working on behalf of the Illuminati are experimenting on the citizens of the world. We are talking about Satellite Charged-Particle Frequency Weapons attacking a person 24 hours a day. Psychotronic weapons are considered weapons of mass destruction by the U.N.

People who are working in this environment report hearing `tones and hums`. Symptoms of attack include persistent tones and static, body vibrations, burning sensations, neurological damage, immune system damage and electronic voices or the sound of a plasma, and otherwise suffering from pains deep in the internal organs along with constant headaches. The above together with other anomalous activity might then indicate that one is being targeted by directed energy, mind control weapons. These weapons could be carried on Helicopters, Jets, Stealth Fighters, or on Satellites. Directed Energy Beams and Electromagnetic Waves can be sent to you via hand-held devices or piggy-backed in on cell phone and satellite towers.

Any country that joins this NATO system will become mind-controlled and diseased due to the associated, intense, oscillating, electromagnetic fields, electromagnetic soup, and the poisonous, toxic Chemtrails. Our DNA will break. We risk the earth’s spin and tilt becoming compromised due to the interference with the magnetic fields through this military technology. Maybe, it is already so.

If this system is not stopped, it will kill billions due to aluminium and barium poisoning. It will kill billions due to crop failures and world-wide famine. It will cause heart attacks, strokes, and cancers. It will cause stillbirths, miscarriages, and infertility. The Chemtrail sprays often have fungi, bacteria, viruses, dessicated red blood cells, crystalline substances, carbon, metal cations, lithium, other chemicals, heavy metals, and who knows what else- probably smart dust, or `Nanocrap` .

In the US, the many years of Bio-Warfare testing on the popullation is no longer a secret. Spraying germs in the sky where they mutate due to the ultra-violet light, a diabolically brilliant plan. But in Europe and particularly small countries such as Denmark, public awareness is almost zero. Are we acceptable losses or is this by design?

In July of this year, I wrote the first of a string of letters to the Danish Environmental Ministry alerting them to the potential for disaster. To date, despite repeated requests, I have received no reply. Please see the below letter written by myself to the Danish Ministry of the Environment, to which I have to date yet to receive a reply.

Jag upplevede det som en befrielse då jag lämnade den grymt förorenade staden Los Angeles år 2006, för att återvända i min ”dear darlig” fräscha kuststad Helsingborg.

Till min stora besvikelse började jag noterade under sommaren 2006 att även chemtrail-piloter blivit kontrakterade för att spy ut gifter över Sveriges befolkning … Jag som haft uppfattningen att vi i Sverige hade mycket miljömedvetna politiker. Uppenbart har EU:s och USA:s drivande militär politik haft/har en avgörande betydelse även i hur illa vår miljöpolitik hanteras idag!

Bra att veta:

De synliga SKILLNADERNA mellan ett flygplans vanliga CONTRAIL-utsläpp och militärens CHEMTRAIL-utsläpp avslöjas genom att: contrails försvinner efter några minuter – medan chemtrails breder ut sig och stannar kvar i timmar och bildar tunna eller kraftiga molntäcke beroende på hur kraftigtfullt sprayningarna utförts och från vilken höjd det skett.

Jag tar upp ämnet därför jag anser det vara av AKUT art både för vår miljö och vår hälsa!!!

Själv har jag informerat Helsingborgs Miljökontor i ämnet den 7 oktober 2008.

Den 3 november 2008 noterade jag strax innan lunchtid att militära flygplan hade börjat spraya ut chemtrails. Jag ringde då åter till Helsingborgs Miljökontor och bad Robert (som jag talade med även den 7 oktober) att gå ut och titta hur det såg ut då chemtrails sprayades ut. Han sa att han såg det från sitt kontorsfönster och menade på att det kommer att blåsa bort …!!! Ännu en av Statens myndigheter – ansvarstagande och förtroendeingivande i vanlig ordning …!! Blääuu …
