Lack of factual information creates a naive conception of the development process of technologies sanctioned as safe to use, clouding the public debate and undermining sufficient grounds for government decision making. Securing human rights and safety when testing and implementing safe-to-use technologies demands access to more specialized and accurate knowledge than today’s global political, military and industrial climate permits.

Rigorous monitoring by government ministries and committees, human rights organizations, and the public is an essential tool to secure against abuse and violation of human rights. Brain and body (non) invasive technologies represents new opportunities for manipulation and control and should be addressed in proper foras. Foras inside the military and industry have long since been established, but little has been done to bring an accurate and deeper description of relevance out to the public. The industry mainly address the public as consumers, which is rooted in the very nature and goal of military-industrial research and development, failing to emphasize security issues involving public health and environment.

Moving into the area of direct human brain – AI – interface systems, information available is at best sketchy. However, obscure signals within public research and development shows that a variety of sponsors are making development of such technologies not only feasible but operational without public knowledge and debate. The schedule for releasing [less] advanced human brain – AI – interface technologies meant for the public market may seem uncertain. Examples include the following: Diagnostics and treatment of psychiatric disorders and diseases rooted in the brain or physical or mental trauma; the learning process, behavior, education and communication; and, enhancement of brain functions, intelligence and capacity.

The details of today’s practical applications and the liability of the direct human brain – AI – interface system in use for intelligence needs remain non-disclosed. The road to a global, fully operational and economically viable DHB – AI – IS (Direct Human Brain – AI – Interface System) is likely to be a continuing challenge for many decades. The discovered potentials outweigh the time and resources used for research and development, making it a high priority. An intelligence acquisition and surveillance system based on a fully operational direct human brain – AI – interface technology will reshape military warfare, intelligence communication and operations.

The precautionary principle will never be sufficient to protect individuals or society from harm when the military industry pushes for further development of DHB – AI – IS. The only reliable way to develop safe-to-use technologies is, unfortunately, to run full scale tests on place and in realtime situations.

Inside the military industry, monitoring of professional and technical aspects during a development process is highly organized. In contrast, control and mapping of the effects on environment, society, health, and individuals during full scale implementation is too complicated, demanding vast resources, leaving an incomplete overview.

The public means to supervise and control how law and ethics is practiced inside classified research and development projects involving human experimentation is non-existent. A broader cooperation and a more open dialogue between representatives from military industries and intelligence, government, human rights organizations and the public needs to be established to protect the individual and society from harm in the process of development.

The potential negative effects of the DHB – AI – IS on humans and environment demands trained personnel to provide advice and information on several levels of society. To the victims, psychological and medical help, economical support and the provision of a lawyer, is decisive. This type of specializing in regards to DHB – AI – IS technologies is yet to be established inside the public domain.

The present situation leaves no hope of an immediate solution where law is able to protect humans or society against experiments conducted in classified research projects.

IRPT works for a broader understanding and openness regarding these issues to, at least, be able to help and support victims of research and development of DHB – AI – IS technologies. Acknowledgement from government resulting in new legislations and drastic actions to ensure the safety of humans and the environment is of vital importance.

Its information-technology sales have quadrupled since 1995, and, for all those years, Lockheed has been the No. 1 supplier to the federal government, which now outsources 83 percent of its I.T. work.

Lockheed has taken over the job of making data flow throughout the government, from the F.B.I.’s long-dysfunctional computer networks to the Department of Health and Human Services system for tracking child support. The company just won a $525 million contract to fix the Social Security Administration’s information systems. It has an $87 million contract to make computers communicate and secrets stream throughout the Department of Homeland Security. On top of all that, the company is helping to rebuild the United States Coast Guard – a $17 billion program – and to supply, under the Patriot Act, biometric identity cards for six million Americans who work in transportation.

Lockheed is also the strongest corporate force driving the Pentagon’s plans for ”net-centric warfare”: the big idea of fusing military, intelligence and weapons programs through a new military Internet, called the Global Information Grid, to give American soldiers throughout the world an instant picture of the battlefield around them. ”We want to know what’s going on anytime, anyplace on the planet,” said Lorraine M. Martin, vice president and deputy of the company’s Joint Command, Control and Communications System division.

Lockheed’s global reach is also growing. Its ”critical mass” of salesmanship lets it ”produce global products for a global marketplace,” said Robert H. Trice Jr., the senior vice president for corporate business development. With its dominant position in fighter jets, missiles, rockets and other weapons, Lockheed’s technology will drive the security spending for many American allies in coming decades. Lockheed now sells aircraft and weapons to more than 40 countries. The American taxpayer is financing many of those sales. For example, Israel spends much of the $1.8 billion in annual military aid from the United States to buy F-16 warplanes from Lockheed.

Unknown to most of the world, satellites can perform astonishing and often menacing feats. This should come as no surprise when one reflects on the massive effort poured into satellite technology since the Soviet satellite Sputnik, launched in 1957, caused panic in the U.S. A spy satellite can monitor a person’s every movement, even when the “target” is indoors or deep in the interior of a building or traveling rapidly down the highway in a car, in any kind of weather (cloudy, rainy, stormy). There is no place to hide on the face of the earth. It takes just three satellites to blanket the world with detection capacity. Besides tracking a person’s every action and relaying the data to a computer screen on earth, amazing powers of satellites include reading a person’s mind, monitoring conversations, manipulating electronic instruments and physically assaulting someone with a laser beam. Remote reading of someone’s mind through satellite technology is quite bizarre, yet it is being done; it is a reality at present, not a chimera from a futuristic dystopia! To those who might disbelieve my description of satellite surveillance, I’d simply cite a tried-and-true Roman proverb: Time reveals all things (tempus omnia revelat).

As extraordinary as clandestine satellite powers are, nevertheless prosaic satellite technology is much evident in daily life. Satellite businesses reportedly earned $26 billion in 1998. We can watch transcontinental television broadcasts “via satellite,” make long-distance phone calls relayed by satellite, be informed of cloud cover and weather conditions through satellite images shown on television, and find our geographical bearings with the aid of satellites in the GPS (Global Positioning System). But behind the facade of useful satellite technology is a Pandora’s box of surreptitious technology. Spy satellites–as opposed to satellites for broadcasting and exploration of space–have little or no civilian use–except, perhaps, to subject one’s enemy or favorite malefactor to surveillance. With reference to detecting things from space, Ford Rowan, author of Techno Spies, wrote “some U.S. military satellites are equipped with infra-red sensors that can pick up the heat generated on earth by trucks, airplanes, missiles, and cars, so that even on cloudy days the sensors can penetrate beneath the clouds and reproduce the patterns of heat emission on a TV-type screen. During the Vietnam War sky high infra-red sensors were tested which detect individual enemy soldiers walking around on the ground.” Using this reference, we can establish 1970 as the approximate date of the beginning of satellite surveillance–and the end of the possibility of privacy for several people.

The government agency most heavily involved in satellite surveillance technology is the Advanced Research Projects Agency (ARPA), an arm of the Pentagon. NASA is concerned with civilian satellites, but there is no hard and fast line between civilian and military satellites. NASA launches all satellites, from either Cape Kennedy in Florida or Vandenberg Air Force Base in California, whether they are military-operated, CIA-operated, corporate-operated or NASA’s own. Blasting satellites into orbit is a major expense. It is also difficult to make a quick distinction between government and private satellites; research by NASA is often applicable to all types of satellites. Neither the ARPA nor NASA makes satellites; instead, they underwrite the technology while various corporations produce the hardware. Corporations involved in the satellite business include Lockheed, General Dynamics, RCA, General Electric, Westinghouse, Comsat, Boeing, Hughes Aircraft, Rockwell International, Grumman Corp., CAE Electronics, Trimble Navigation and TRW.

The World Satellite Directory, 14th edition (1992), lists about a thousand companies concerned with satellites in one way or another. Many are merely in the broadcasting business, but there are also product headings like “remote sensing imagery,” which includes Earth Observation Satellite Co. of Lanham, Maryland, Downl Inc. of Denver, and Spot Image Corp. of Reston, Virginia. There are five product categories referring to transponders. Other product categories include earth stations (14 types), “military products and systems,” “microwave equipment,” “video processors,” “spectrum analyzers.” The category “remote sensors” lists eight companies, including ITM Systems Inc., in Grants Pass, Oregon, and Satellite Technology Management of Costa Mesa, California. Sixty-five satellite associations are listed from all around the world, such as Aerospace Industries Association, American Astronautical Society, Amsat and several others in the U.S.

Spy satellites were already functioning and violating people’s right to privacy when President Reagan proposed his “Strategic Defense Initiative,” or Star Wars, in the early 80s, long after the Cuban Missile Crisis of 1962 had demonstrated the military usefulness of satellites. Star Wars was supposed to shield the U.S. from nuclear missiles, but shooting down missiles with satellite lasers proved infeasible, and many scientists and politicians criticized the massive program. Nevertheless, Star Wars gave an enormous boost to surveillance technology and to what may be called “black bag” technology, such as mind reading and lasers that can assault someone, even someone indoors. Aviation Week & Space Technology mentioned in 1984 that “facets of the project [in the Star Wars program] that are being hurried along include the awarding of contracts to study…a surveillance satellite network.” It was bound to be abused, yet no group is fighting to cut back or subject to democratic control this terrifying new technology. As one diplomat to the U.N. remarked, “‘Star Wars’ was not a means of creating heaven on earth, but it could result in hell on earth.”

It was inevitable that military/intelligence interests would develop electronic RMCT weapons systems. These weapons fall into a number of classes, the simplest being the use of microwaves at low amplitudes, e.g., 10,000 microwatts per square centimetre, to cause local hot-spots in the victim’s body areas that have poor circulation, such as the eyes and gall bladder. The microwaves heat up the tissue, which does not have the blood circulation to carry away the excess heat. The victim feels nothing, but sustains acute and chronic illness in these areas. Intelligence organisations in the West use this technology to disable permanently the ‘subversive elements’ they cannot scare off.

When ELF-modulated microwaves are used, they are keyed to distinctive patterns of brainwaves called preparation sets, which exist for every mechanical gesture the body makes. There are also specific excitation potentials which exist for specific emotional states. Intelligence operatives can induce remote conditioning by creating information-processing effects which can cause excitatory reactions, subliminal stress, behavioural arousal, enhanced suggestibility by inhibition of higher functions, and patterned behaviours. It is alleged that this technology is used by the CIA and MI5 to modify the behaviour of ‘high-profile subversives’.

The more advanced electronic RMCT utilises ELF-modulated masers for long-range, penetrative, invasive EM mind-control. Together with Doppler-shifted interrogative RMCT masers, a victim’s brain-states can be analysed at a distance-and the ‘subversive’ can be modified at a distance. Developments on this technique, and the use of low-frequency EM radiation to see through walls, have allowed intelligence agencies in the US to make useful inroads on the path to synthetic telepathy.

Much of this research has been funded by the CIA which began this work on electronic mind-control with its Pandora project. This research was used to build devices like RHIC-EDOM (Radio Hypnotic Intracerebral Control – Electronic Dissolution of Memory), which is allegedly used for forced induction of hypnotic trance in the abduction of and experimentation upon civilians by US Government agencies.10

Under an initiative of U.S Senator John Glenn, dicussions commenced in January 1997 about the dangers of radiating the civilian populations. Targeting people’s brain functions with electromagnetic fields and beams (from helicopters and airplanes, satellites, from parked vans, neighboring houses, telephone poles, electrical appliance, mobile phones, TV, radio, etc.) is part of a problem that should be addressed in democratically elected government bodies. Are we ready for the robotization of mankind and the total elemination of privacy, including freedom of thought? How many of us would want to cede our entire life, including our most secret thoughts, to Big Brother? Yet, the technology exists to create a totalitarian New World Order. Covert neurolgical communication systems are in place to counteract independent thinking and to control social and political activity on behalf of self-serving private and military intrests. This threat can be defeated only by educated public, using available literature on biotelemetry and information exchanged at international congresses.

One reason this technology has remained a state secret is the widespread prestige of the psychiatric DIAGNOSTIC STATISTICAL MANUAL IV (DSM IV) produced by the U.S American Psychiatric Association (APA) and printed in 18 languages. Psychiatrists working for the U.S intelligence agencies no doubt participated in writing and revising this manual. This PSYCHIATRIC ”BIBLE” covers up the secret development of mind-control (MC) technologies by labeling some of their effects as symptoms of paranoid schizophrenia.

Victims of mind-control experimentation/attacks are thus routinely diagnosed, knee-jerk fashion, as mentally ill by doctors who learned the DSM ”symptoms” list in medical school. Physicians have not been schooled that patients my be telling the truth when they report being targeted against their will or being used as guinea pigs for electronic, chemical and bacteriological forms of psychological warfare.

Time is running out for changing the direction of military medicine, and ensuring the future of human freedom.
